My bet is yes in almost every state that has sales tax. It's a service and a luxury service at that, so since those are some of the most often used criteria for taxing things, if you're getting married I'd expect it to be taxed. Also since the product you purchase is the same, even if the actual photography itself isn't taxed the album and photos probably will be. Just my opinion though, you will have to check with your state.
